Sometimes, if you get to it within hours and the water never pooled. Usually not. A ceiling is flat, so water that gets above it sits there, and anywhere standing water has been for more than about a day you have mould growing on the hidden side of the board. Painting over that seals the problem in rather than solving it.
Why is bleach not enough for ceiling mould?
Because the mould you can see on the underside is not the problem. The growth is on top of the board and through it, where the water was sitting. Treating the visible surface leaves the colony in place. If a ceiling has held water, the affected sections come out.
